The Hill College Board of Regents held a regular meeting on Thursday, Sept. 20, in the Hill College Bob Bullock Dining Room of the Hill County Campus in Hillsboro at 12 p.m. The meeting was called to order by Regent President David Teel at 12:06 p.m.

The August 2018 regular meeting minutes, as well as the two public hearing meeting minutes of the Sept. 6 and 10 were reviewed. Regent Rick Sullins motioned and Regent Jolene Lehmann seconded the motion to approve the minutes. The minutes were unanimously approved.

Vice President Billy Don Curbo presented the August 2018 financial report for consideration of approval. Regent Tony Marley motioned, Sullins seconded the motion. The motion was approved.

Hill College President Dr. Pam Boehm presented the President’s Report and introduced and welcomed Dr. Kerry Schindler, the new vice president of instruction. ACCT annual meeting packets were distributed and the Board of Trustees Institute (BOTI) meeting Feb. 5-7 was mentioned. The scholarship luncheon will be held Sept. 27 at the Cleburne Conference Center. The Athletic Hall of Fame induction ceremony will be held Oct. 19 at the Hill County Campus Performing Arts Center. The Breakfast of Champions fundraiser for the Burleson Opportunity Fund will be held Oct. 11 at the First United Methodist Church in Burleson. Associate Degree Nursing students recently had 100 percent pass rate of the NCLEX board exams and the vocational nursing students just had a pass rate of 91.3 percent. Dr. Boehm was recently invited to serve on the Community College Association of Texas Trustees (CCATT) Leadership Council. The North Texas Community College Consortium recently held their fall conference and Phillip Lowe was recognized for the Jesse Jones Leadership award for his 43 years of service to Hill College. Every Monday, the Wesley Foundation provides a free lunch to students, faculty and staff. Every Tuesday, the Baptist Student Ministry (BSM) provides a free lunch at the BSM building. She and Vice President Jessyca Brown recently attended City of Hillsboro Leadership group to work on the legislative platform. Dr. Boehm recently spoke at the Delta Gamma Kappa meeting. The Johnson County Jumpstart fund announced gifts from the Pinnacle Bank and the Citizen’s National Bank to fund scholarships for students in Johnson County beginning with the spring 2019 semester. Citizens have raised approximately $29,000.  She was recently interviewed by the Burleson Star’s Johnson County Living magazine about her 30+ years at Hill College. She recently attended the orientation for the Burleson Early Collegiate High School. There are now three full classes, freshmen, sophomores and juniors. Dr. Boehm invited Preston McReynolds, director of development to say a few words about the employee giving campaign to raise funds for a jogging track at the Hill County and Johnson County campuses. He is also submitting grants to the Smith and Dorothy Gaines foundations to solicit funds for the project. 

Vice President of Student Services Lizza Trenkle presented for informational purposes an enrollment report. The fall 2018 16-week enrollment is up in headcount at 4,337 from last year’s 4,119 and the 779,400 contact hours this fall are up from last fall’s 750,172 contact hours. Fall state reported headcount was 4,453 over last year’s 4,228 as well as this year’s contact hours 819,464 were up from last year’s 788,154 hours. 

Athletic Director and Head Rodeo Coach, Paul Brown, presented the Athletic report. The volleyball team’s first conference game was Sept. 20. They are currently 13-2 overall, 1-1 in conference, and ranked 12^th. Men’s soccer is 4-2 overall, 1-1 conference. Women’s soccer is 6-1 overall, 3-0 in conference. They haven’t lost a conference game since 2015 and are currently just outside of the top 20. Baseball and softball are scrimmaging now. Five individuals will be playing in the regional all-star game. Men’s and women’s basketball start scrimmages next month. The rodeo season starts Sept. 28-29 at Panola College in Tatum. Five of the rodeo team members have already been to the college finals. They will compete in five rodeos in the next seven weeks.

The Student Success Initiative was presented by Sherry Davis, director of institutional effectiveness and analytics. She discussed the success points, which is ten percent of the College’s funding, and how it is broken down into three areas; college readiness, credit hour completion and completion/transfer. College readiness measures math, reading and writing readiness. Credit hour completion measures first college level math, reading and writing as well as 15-hour completion and 30-hour completion. Completion/Transfer measures graduation, graduation in critical fields (computer science, sciences, math, associate degree and vocational nursing) and transfer. The transfers only track students who have 15 hours and transfer tracks them for three years. The total success points for the 2016-2017 year are 7,306, up from last year’s 7,288 points. 

Vice President Brown presented the SACSCOC update and discussed the governing section. The Board of Regents recently conducted a self-assessment survey. The results will be reviewed by the board at a later date. 

Curbo presented the 2018 property tax rate be increased by the adoption of a tax rate $0.094132, which is effectively a 7.999082 percent increase in the tax rate for consideration of approval. Sullins motioned to accept the recommendation, Marley seconded the motion. The motion was unanimously approved. 

Trenkle presented for approval of an affiliation agreement with Eubank Pharmacy LLC and Hill College Continuing Education pharmacy technician program for clinical rotations. Regent Dr. Allan Lane motioned, and Regent Charles Bryant seconded the motion and the motion carried.

Director of Human Resources Jamie Jaska presented personnel considerations for approval of one administrative appointment replacement and no resignations. Regent Vice President Bill Galiga made a motion to accept, Lane seconded, and the motion passed. 

With no further business to conduct, Lehmann motioned to adjourn the meeting, Eubank seconded and the meeting adjourned at 1:05 p.m.
